Bulgaria Right-Wingers Accuse Prosecutors of Vested Interests

Ivan Kostov, leader of Bulgaria's die-hard rightists and former prime minister, has accused the prosecutor's office of serving the interests of the ruling coalition.
"The annual report of the prosecutor's office does not even mention any of the plot murders, nor the four cases against Interior Minister Rumen Petkov, which have been suspended for no clear reason," Kostov, head of the Democrats for Strong Bulgaria, said during the debates of the report.
According to him the report is drowned in statistical data and gives no indication of the expected turnabout in the work of the prosecutor's office.
Interestingly, the ruling Socialists' most outspoken member Tatyana Doncheva stood by the opinion of Ivan Kostov, saying such statements were not without grounds.
Doncheva pointed out as an example the case against former fire-brigade head Gen. Kiril Voynov, who was accused of malfeasance in office over the alleged misuse of office mobile phones.
"Prosecutors should find the golden section between PR events and reality, even though I know for sure there are ministers who take reality for a PR event," she added.

Sofia. There should be changes in the Penal Code or a new one should be passed, Borislav Balgarinov, member of Bulgarian People’s Union (BPU), declared, reported FOCUS News Agency. The present Penal Code was 40-year-old and couldn’t possibly respond to the new social relations. Balgarinov expressed his gratefulness towards those who voted for the amendments in the Constitution which gave way for a debate on the condition of the prosecution. According to him there are some weak points in the judicial preparation of the court investigators – some of them are new. “The quality of the work on the pre-court proceedings is low”, Balgarinov says and adds that there should be changes in the ways of thinking in the prosecution. |

SCHOOL STUDENTS TO HELP FIGHT CYBER CRIMES IN BULGARIA
Students from the John Atanassov High School in Sofia would be helping the Interior Ministry (IM) in its fight against cyber crime in Bulgaria, ministry officials said on October 22, as quoted by mediapool.bg.
The initiative was in line with Interior Minister Roumen Petkov’s desire to enlarge the network of non-payroll agents. The school students however, would not act under cover but would contribute by proposing ideas and investigating suspected crimes online. They would also be involved with IM’s new web site cybercrime.bg, which was officially launched on October 22, mediapool.bg said.
The site had been developed by pupils of the high school, supported by the head of the computer crimes’ division of IM’s Chief Directorate for Combating Organised Crime (CDCOC), Yavor Kolev. Kolev was notorious among Internet users in Bulgaria for his actions against file sharing and torrent trackers.
The idea of the new initiative was to have a number of “Internet patrols” among school students reporting to CDCOC on sites having illegal content or other violations. In addition, Kolev said that one of the goals was to keep children informed of the dangers that Internet use could carry.
Students said they wanted to help prevent sexual abuse of children and act against paedophiles on the net. The Internet patrols were also expected to report financial cyber crimes.

Three-day workshop in law training to be held at National Justice Institute

Sofia. The National Institute of Justice will hold a three-day international conference themed ‘Mutual trust and judicial training. Towards a common culture in European law training’, the institute informed. The conference starts on October 24 at 9.30 am in Hall 201 of the institute. The event is held within a twinning project of the institute and the law school in Barcelona. Magistrates and experts on European law from EU member states will attend the event. Judges and prosecutors specialized in European law will take part, too. Michael Humphreys, Head of the Representation of the European Commission to Bulgaria will attend the opening. |

Bulgaria: Vandal attempts against the rolling stock of the BDZ EAD continue
Yesterday, about 09:30 a.m., one of the newly delivered from Germany passenger coach of the Bulgarian State Railways EAD has been thrown stones at by unknown persons.
The incident happened on its way to the National Research Institute on Transport where it had to be certified for technical fitness necessary for its operation within the rail transport system.
As a result of the vandal attempt the windscreen of the coach was broken. Similar ill - intended acts agains the rolling stock are registered every day. Even the newest rolling stock is exposed to such vandalism.
The new Desiro DMUs are constantly thrown stones at. Yesterday, the newly delivered passenger coach was attacted even before its putting into operation.
Such vandalism additionally complicates the financial state of the entity and hinders all its efforts to achieve better and higher quality of servicing of the population. It also brings to the table the question of safeguarding of the rolling stock whose owner is the railway operator, the Bulgarian State Railways EAD. The yesterday’s incident is a motive for the Bulgarian State Railways EAD to address the responsible state institutions in order to contribute to the resolution of this problem. The opinion of the entity is that it could happen only with the full support of the State whereas the safeguard functions shall be taken by the Transport Police which are financed by the state budget.
The railway operator appeals to the State for support and for undertaking of measures for prevention of vandalism which the railways suffer every day.
