President of German Bundestag Criticizes Bulgaria

German Bundestag President Norbert Lammert declared there are ‘significant deficits’ in the process of political reforms in Bulgaria and Romania.

Lammert, who recently visited both countries said in front of ‘Frankfurter Allgemeine Zeitung’ that the contracted agreements with EU for guaranty of independent justice and effective fight with corruption are not enforced in practice.

According to his words, though economic progress of Bulgaria is ascending, that isn’t valid for political.

‘My valuation is the political development in Bulgaria is in stagnation. In Romania it is rather going backward. The political forces there are blocking each other.’ says Lammert.

According to him EU should insist on applying of the still undone agreements.

Bulgaria eyes energy deal with Iran

The Bulgarian deputy foreign minister says Sofia is eager to further develop bilateral relations with the Islamic Republic of Iran.

In a meeting with Iran's Foreign Minister, Manouchehr Mottaki, on Saturday, Feim Chaushev said the recent growth in economic trade between Iran and Bulgaria signals a bright future for the two countries.

Chaushev emphasized that Iran and Bulgaria enjoy a close and friendly relationship, with room to still further expand bilateral ties.

He added that Bulgaria is hopeful to form a gas committee with Iran, after both countries reached a mutual understanding in the field of energy.

Mottaki echoed the Bulgarian sentiment by stating that Tehran seeks to establish a joint economic committee with Sofia, in a bid to develop relations with the country.

Bulgaria, Russia Tighten Relations

Bulgaria's FM Ivaylo Kalfin met Tuesday the Deputy Foreign Minister of Russia Vladimir Titov, who arrived at a two-day visit to Sofia.

The officials discussed the relations between their two countries as well as topical international problems.

The ministers considered the details connected to the organization of a Russian Year in Bulgaria in 2008.

In the framework of his visit, Titov conferred with Bulgaria's President Georgi Parvanov and the Deputy Foreign Minister Evgeniya Koldanova.

Stanishev: Arms Export to India Can be Improved

Bulgaria exports special production for India for $ 20-30 M per year, which is times less then the level of export in the late 80s. This claimed in front of journalist the Bulgarian prime minister Sergei Stanishev who is on a 6-day working visit to India, informs lev.bg.

The prime minister added that it was difficult to expect that the arms export could be restored to its previous volume. However, this export can be improved significantly. Hence, Sergei Stanishev and his Indian colleague Manmohan Singh have discussed the possibility in the near future for the intergovernmental defense commission, which hasn't had sessions since 1995, to gather again.

La Bulgarie soutient les ambitions nucléaires civiles de l'Inde et sa candidature au CS

NEW DELHI (MAP) - Le deal atomique indo-américain et les ambitions de l'Inde en matière de coopération nucléaire civile avec le reste du monde ont reçu un coup de pouce de la part de la Bulgarie qui a exprimé son soutien au programme nucléaire civil du sous-continent.
Une déclaration commune sanctionnant les entretiens du Premier ministre, Manmohan Singh, avec son homologue bulgare Sergei Stanishev, souligne la concordance des points de vue des deux chefs de gouvernement qui estiment que l'énergie atomique civile peut jouer un rôle majeur comme source d'énergie propre, durable et sans danger dans une conjoncture internationale marquée par l'augmentation croissante de la demande.

La Bulgarie, qui salue l'engagement de l'Inde sur la voie de l'utilisation de l'énergie nucléaire à des fins pacifiques, est prête à soutenir les efforts visant à établir la coopération nucléaire avec ce pays, ajoute la déclaration.

La volonté du sous-continent d'entamer une coopération nucléaire civile avec la communauté internationale et les derniers développements relatifs au deal indo-américain ont figuré en tête de liste de l'ordre du jour des entretiens de M. Stanishev dont le pays siège au sein du groupe des 45 fournisseurs nucléaires.

Le gouvernement de l'Alliance Progressiste Unie (APU) tenait, en effet, à connaître la position de Sofia sur le deal atomique conclu avec Washington et à obtenir certaines assurances avant d'aller plaider sa cause auprès du groupe des fournisseurs en vue de lui faire adopter une exemption pour l'Inde afin d'accéder au commerce international, notamment pour l'achat de carburants nucléaires et d'acquisition de nouvelles technologies nécessaires au développement du secteur.

La visite du Premier ministre bulgare à Delhi a été sanctionnée par la signature d'une demi douzaine d'accords de coopération, notamment un accord de coopération économique et un traité d'assistance juridique mutuelle.

Elle a permis de relancer l'accord de transport aérien conclu en 1992 entre les deux pays et de soutenir le gouvernement bulgare à la candidature du sous-continent à un siège permanent au sein du Conseil de Sécurité de l'ONU.

Bulgaria, Tajikistan to sign double taxation agreement

Dushanbe. An agreement on mutual investment protection and a double taxation agreement between Bulgaria and Tajikistan were the main topics in the meeting between Bulgaria’s Vice Prime Minister and Minister of Foreign Affairs Ivaylo Kalfin and his Tajik counterpart Hamrokhon Zaripov, the special correspondent of Focus News Agency Denka Katsarska reports.
Minister Kalfin hopes the agreements will be a fact soon, stimulating in this way the business. The two countries can cooperate in the areas of energy, light industry, food industry, tourism, infrasturture, and others. Bulgarian Foreign Minister said there was enormous potential for the development of bilateral business, commerce, and investments.
Tajikistan’s priorities are energy, building, telecommunications, healthcare, education, infrastructure, and tourism.

Energy Cooperation Between Bulgaria & Turkmenistan is of Special Importance

Bulgaria is interested in the transit and export of Turkmen gas. This claimed Bulgarian foreign minister Ivaylo Kalfin at a meeting with the president of Turkmenistan Gurbanguly Berdimuhammedow in Dushanbe.

The press service of the Turkmen president announced that the main topic of the talks was the cooperation in the energy sector. Minister Kalfin has stressed that Bulgaria, though which a network of main gas pipelines passes, is very interested in transit and export of Turkmen gas.

President Berdimuhammedow has invited Bulgarian companies to take part in geological works, in the processing of one of the biggest gas fields in the Caspian sea shelf and in the service maintenance inland. 

The Turkmen –Bulgarian cooperation in the field of tourism, transport, telecommunications, construction, agriculture, science, education and humanitarian spheres, informs Novosti agency.

After his meeting with the Turkmen president, Ivaylo Kalfin said that the cooperation between the two countries in the field of energy and transport is of special significance. Also according to him, there are “big perspectives in the field of construction because Bulgarian constructers have worked in Turkmenistan and here they know of what high quality is their work”.

Iran, Bulgaria review expansion of cultural cooperation

Iran-Bulgaria-Relations
Iran's Ambassador to Sofia Habibollah Bi-Azar conferred on Saturday with Bulgarian Deputy Foreign Minister Feim Chausher on expansion of cultural ties between the two countries.

At the meeting, the two sides inked a memorandum of understanding (MoU) on cultural, scientific, educational, athletic and tourism cooperation between the two sides.

The MoU consisted of five chapters and 47 clauses calling for promotion of cultural ties between Tehran and Sofia.

After signing the MoU, the Bulgarian deputy foreign minister underlined that his government is determined to broaden cultural cooperation between the two countries and called the MoU as a significant step towards bolstering bilateral cooperation.

The Iranian ambassador, for his part, called the move as a new chapter in expansion of friendly ties between the two countries.

Bulgarian Foreign Minister and Tajik President’s meeting takes more than hour

Dushanbe. The meeting between Bulgarian Minister of Foreign Affairs Ivailo Kalfin and Tajik President Imam Ali Rahman lasted for more than an hour, FOCUS News Agency’s special correspondent Denka Katsarska announced. Ivailo Kalfin highlighted the preparation of a legal base to push forward the bilateral relations to a new dimension. Tajik President Rahman invited the Bulgarian Head of State Georgi Parvanov to visit the country. The idea is to have the legal base ready before the visit. The next few months will be used to work on the base.
Bulgaria may possibly accredit an ambassador to Tajikistan by the year’s end, it turned out after the meeting. Minister Kalfin has also asked experts and diplomats from Tajikistan to come to Bulgaria’s Diplomatic Institute on traineeship.

Bulgaria – Central Asia

Kazakhstan is interested not only in economy development of our state but also in guidance of the funds for investments abroad, said Bulgarian Deputy Prime Minister and Minister of Foreign Affairs Ivaylo Kalfin after meeting with Kazakh President Nursultan Nazarbaev at the presidential palace in Astana.
The immense financial resources that Kazakhstan obtains from oil export will be directed into investments, including into the EU.
Up to now the country has invested in the area of non-ferrous metals in Germany, Russia and other countries.
Kazakhstan eyes also transport projects between the Caspian and Black Sea countries. It is interested in energy projects as well: Burgas-Alexandroupolis and Burgas-Vlora pipelines and NABUCCO and South Stream gas pipelines.
Minister Kalfin was welcomed with bread and salt – an old Bulgarian custom – by the Bulgarian community in Kazakhstan. The delegation endowed 500 volumes of Bulgarian literature, historian books, maps and albums as a donation. This year it is 100 years since the Bessarabian Bulgarians moved to Kazakhstan – Minister Kalfin’s visit coincides with the anniversary.
On Wednesday Bulgarian Foreign Minister visits Tajikistan to meet with Tajikistan’s President and Foreign Minister.
